DEVELOPMENT OF NIH PROGRAMS 

1887 Research laboratory founded at Marine Hospital, Staten Island, N.Y., to meet new respon- 
sibilities of Marine Hospital Service. 

1891 Hygienic Laboratory moves from Staten Island to Service headquarters, Washington, D.C. 

1902 Advisory Board for the Hygienic Laboratory established; later to become National Advisory 
Health Council. Act of Congress makes Service responsible for biologies control. 

1912 Name of Public Health & Marine Hospital Service changed to Public Health Service. 

1930 Hygienic Laboratory becomes National Institute of Health. 

1937 Congress authorizes National Cancer Institute. First research grants. 

1938 National Institute of Health moves to land donated by Mr. and Mrs. Luke I. Wilson at 
Bethesda, Md. First research fellowships (NCI).

1944 Public Health Service Act, giving general research authority. 

1945 Research grants extended, with central NIH responsibility. 

1946 Congress passes Mental Health Act. 

1947 Division of Research Grants established to process NIH grants and fellowships to non- 
Federal institutions and scientists. First training grants (NCI). 

1948 National Heart Institute authorized; other laboratories regrouped to form Microbiological 
Institute, Experimental Biology & Medicine Institute, and National Institute of Dental 
Research. NIH becomes National Institutes of Health. 

1949 Mental hygiene program of Public Health Service transferred to NIH and expanded to 
become National Institute of Mental Health. 

1950 "Omnibus Act." National Institute of Neurological Diseases & Blindness and National 
Institute of Arthritis & Metabolic Diseases established, the latter absorbing Experi- 
mental Biology & Medicine Institute. 



1953 Public Health Service becomes a constituent of newly created Department of Health, 
Education, & Welfare. Clinical Center opens. 

1955 National Microbiological Institute becomes National Institute of Allergy & Infectious 
Diseases. Division of Biologies Standards formed, assuming NMI s biologies control 
function. Division of Research Services established. 

1956 Health Research Facilities Act, establishing program of matching grants for research 
construction in non-Federal institutions. 

1958 Division of General Medical Sciences created. 

1959 Office of Administrative Management formed, consolidating managerial activities. 

1960 Public Health Service Act amended to provide for general support of research and re- 
search training programs in nonprofit institutions. International Health Research Act; 
NIH extends international programs.

1962 Division of Research Facilities & Resources created. Two Institutes authorized — 
National Institute of General Medical Sciences (to supersede DGMS) and National Insti- 
tute of Child Health & Human Development. 

1963 Two new Institutes — NIGMS and NICHD — established. Mental Retardation Facilities 
and Community Mental Health Centers Construction Act expands programs of DRFR, 
NICHD and NIMH.

DEVELOPMENT OF NIH PROGRAMS 

1887 Research laboratory founded at Marine Hospital, Staten Island, N.Y., to meet new respon- 
sibilities of Marine Hospital Service. 

1891 Hygienic Laboratory moves from Staten Island to Service headquarters, Washington, D.C. 

1902 Advisory Board for the Hygienic Laboratory established; later to become National Advisory 
Health Council. Act of Congress makes Service responsible for biologies control. 

1912 Name of Public Health & Marine Hospital Service changed to Public Health Service. 

1930 Hygienic Laboratory becomes National Institute of Health. 

1937 Congress authorizes National Cancer Institute. First research grants. 

1938 National Institute of Health moves to land donated by Mr. and Mrs. Luke I. Wilson at 
Bethesda, Md. First research fellowships (NCI).

1944 Public Health Service Act, giving general research authority. 

1945 Research grants extended, with central NIH responsibility. 

1946 Congress passes Mental Health Act. 

1947 Division of Research Grants established to process NIH grants and fellowships to non- 
Federal institutions and scientists. First training grants (NCI). 

1948 National Heart Institute authorized; other laboratories regrouped to form Microbiological 
Institute, Experimental Biology & Medicine Institute, and National Institute of Dental 
Research. NIH becomes National Institutes of Health. 

1949 Mental hygiene program of Public Health Service transferred to NIH and expanded to 
become National Institute of Mental Health. 

1950 "Omnibus Act." National Institute of Neurological Diseases & Blindness and National 
Institute of Arthritis & Metabolic Diseases established, the latter absorbing Experi- 
mental Biology & Medicine Institute.

1953 Public Health Service becomes a constituent of newly created Department of Health, 
Education, & Welfare. Clinical Center opens. 

1955 National Microbiological Institute becomes National Institute of Allergy & Infectious 
Diseases. Division of Biologies Standards formed, assuming NMI's biologies control 
function. Division of Research Services established. 

1956 Health Research Facilities Act, establishing program of matching grants for research 
construction in non-Federal institutions. 

1958 Division of General Medical Sciences created. 

1959 Office of Administrative Management formed, consolidating managerial activities. 

1960 Public Health Service Act amended to provide for general support of research and re- 
search training programs in nonprofit institutions. International Health Research Act; 
NIH extends international programs.

1962 Division of Research Facilities & Resources created. Two Institutes authorized — 
National Institute of General Medical Sciences (to supersede DGMS) and National Insti- 
tute of Child Health & Human Development. 

1963 Two new Institutes — NIGMS and NICHD — established. Mental Retardation Facilities 
and Community Mental Health Centers Construction Act expands programs of DRFR, 
NICHD and NIMH. 

1964 Division of Computer Research and Technology authorized. 

1965 Division of Regional Medical Programs created to administer the "Heart Disease, Cancer, 
and Stroke Amendments of 1965." 

1967 Division of Environmental Health Sciences established. National Institute of Mental 
Health becomes separate bureau of PHS.

DEVELOPMENT OF NIH PROGRAMS 

1887 Research laboratory founded at Marine Hospital, Staten Island, N.Y., to meet new respon- 
sibilities of Marine Hospital Service. 

1891 Hygienic Laboratory moves from Staten Island to Service headquarters, Washington, D.C. 

1902 Advi sory Board for the Hygienic Laboratory established; later to become National Advisory 
Health Council. Act of Congress makes Service responsible for biologies control. 

1912 Name of Public Health & Marine Hospital Service changed to Public Health Service. 

1930 Hygienic Laboratory becomes National Institute of Health. 

1937 Congress authorizes National Cancer Institute. First research grants. 

1938 National Institute of Health moves to land donated by Mr. and Mrs. Luke I. Wilson at 
Bethesda, Md. First research fellowships (NCI).

1944 Public Health Service Act, giving general research authority. 

1945 Research grants extended, with central NIH responsibility. 

1946 Congress passes Mental Health Act. 

1947 Division of Research Grants established to process NIH grants and fellowships to non- 
Federal institutions and scientists. First training grants (NCI). 

1948 National Heart Institute authorized; other laboratories regrouped to form Microbiological 
Institute, Experimental Biology & Medicine Institute, and National Institute of Dental 
Research. NIH becomes National Institutes of Health. 

1949 Mental hygiene program of Public Health Service transferred to NIH and expanded to 
become National Institute of Mental Health. 

1950 "Omnibus Act." National Institute of Neurological Diseases & Blindness and Nationa 
Institute of Arthritis & Metabolic Diseases established, the latter absorbing Experi- 
mental Biology & Medicine Institute.

1953 Public Health Service becomes a constituent of newly created Department of Health, 
Education, & Welfare. Clinical Center opens. 

1955 National Microbiological Institute becomes National Institute of Allergy & Infectious 
Diseases. Division of Biologies Standards formed, assuming NMI's biologies control 
function. Division of Research Services established. 

1956 Health Research Facilities Act, establishing program of matching grants for research 
construction in non-Federal institutions. 

Division of General Medical Sciences created. 

Office of Administrative Management formed, consolidating managerial activities. 

Public Health Service Act amended to provide for general support of research and re- 
search training programs in nonprofit institutions. International Health Research Act; 
NIH extends international programs.

constituent of PHS since 1956, moves to NIH reservation. 

1963 Two Institutes (authorized in 1962) established — National Institute of General Medical 
Sciences (superseding DGMS) and National Institute of Child Health & Human Develop 

ment. 

1964 Division of Computer Research and Technology authorized. 

1965 Division of Regional Medical Programs created to administer the "Heart Disease, Cancer, 
and Stroke Amendments of 1965." 

1966 Division of Environmental Health Sciences established. 

1967 National Institute of Mental Health becomes separate bureau of PHS. 

1968 John E. Fogarty International Center for Advanced Study in the Health Sciences estab
